Patricia was born in Germany in 1948 to an Air Force family. She started school in the Phillipines and graduated High School in Thailand. She graduated from Sacramento State University, Sacramento CA. She worked for the Air Force as a civil servant at McClellan AFB CA and then joined the Navy, where she did tours at Treasure Island and CINCPACFLT. She left the Navy in 1983 and married Carl Bell in 1984 and moved to Lincoln CA. She started her own business. She became planning commissioner for the city of Lincoln in 1988. She retired from her business and she and Carl moved to Sacramento in 2001 where they lived until 2010 when they moved to Salt Lake City UT and are enjoying retirement life.
