Battalion Chief David Piper (with the District since 10/06/97) manages the Orland Fire Protection District’s Operational Services. These services include: Training, EMS, and Special Operations. Each of the above areas of Operation Service is overseen by a Lieutenant who reports to Battalion Chief Piper.
